(PM) Dialup ISDN w/ORU Problems

Anyone see this ? How did you COMPLETELY solve it?

I have a user... routed network... lucent ORU
128k on_demand dialup.

Their router dials up every minute, idles out at their
location-specified idle timeout of 45 seconds, and then
reconnects and beings that process all over again.

I've been told by Lucent tech support to remove all dns
settings from the router, remove loghost settings, turn
off rip, etc. All done, still happening. This user had
a $2,000 bill last month, which Bell Atlantic is going to
credit to them, but we need to make sure this will never
happen again.

Our first thought was that someone was leaving their pc
on "fetch mail every 1 minute..." but we had them unplug
the ethernet, and the router was still dialing up. before
you say "hardware's bad", this customer has even rma'd this
router, and we've had repeats with other customers.
