We're sending, but not hearing anything back...

Are you running ptrace too? Turn off everything except 'debug 0x51'.

Then we get back what looks EXACTLY like the last thing we sent. That's
a loop, connection will be dropped.

Something is wrong external to the PM. Either the modem you are dialing out
with, or the receiving end.

Run it through the PPP decoder on the website and it will expand this for
you.
