(PM) URGENT HELP NEEDED OR-HS <-> Cisco via Frame Relay

I have searched the archives and the various release/notes on the
web site, to no avail.

Environment:

Our end (ISP) Brand New Cisco 7206 with IOS 11.2

Customer End Brand New OR-HS

Problem:

Until yesterday this connection was working as we had a 3Com
NetBUILDER router where the Cisco is now. Once we upgraded
to the Cisco, this site blew up. Other sites are ok, but
we can't get into those routers and view the config as we
don't know the password.

Frame Relay comes up I see the status enq messages and the
DLCI advertisment (DLCI 16 on Cust, 23 on ISP side)
Frameing is ANSI-ANNEX-D on both ends, Cisco is set
as follows

interface Serial1/2
no ip address
encapsulation frame-relay IETF
!
interface Serial1/2.15 point-to-point
description CUST-0132-FR-128-30
ip address 207.214.67.53 255.255.255.252
bandwidth 128
frame-relay interface-dlci 30 IETF

What happends is the OR-HS and the Cisco both
come up and see the Frame cloud and are happy.
Yet I can NOT send data between the two units.

The OR-HS is ESTABLISHED when you do a SH W1

If I do a DEBUG 0xFF I get some NO ARP messages
when ever the unit (OR-HS) needs to send
data out over the WAN unit. Never had to fiddle with
ARP stuff before...

Customer is currently down and I am at a loss. If
I can't get it resolved then I will replace the router
with a loaner Cisco until this works...

BTW: I know its NOT the link as the unit also
fails at my LAB
