Not strange at all. When you're using PRI, channels 0-22 are used for data
- channel 23 (the 24th channel) is the D channel, used for signalling.

>From one of my PM3s with PRI:

S21 andyc 204.216.125.137 Netwrk In ESTABLISHED 1:38 0
S22 akistler 204.216.125.150 Netwrk In ESTABLISHED 2:27 2
S24 ff-newst 204.216.124.161 Netwrk In ESTABLISHED 3days 0
S25 j2bo 204.216.125.143 Netwrk In ESTABLISHED 1:38 0

Same result as you get when doing "sh s23"

Why? Because the PM3 knows that S23 is the 24th channel on the PRI, and
that it's for signalling. This is exactly as expected, and no problem exists.

If you'll notice, in a dual PRI environment, you also don't have S47.

With PRI, S23 and 47 are missing... the confusion results from thinking of
the T1 as 24 channels and expecting to see all of them in your sh ses.

Just for clarity, here's what it looks like on a PM3 with Channelized T1
(CT1):

S21 - - Log/Net In IDLE 0 0
S22 martinr 204.216.120.29 Netwrk In ESTABLISHED 2:14 0
S23 - - Log/Net In IDLE 0 0
S24 - - Log/Net In IDLE 0 0
S25 aph 204.216.120.16 Netwrk In ESTABLISHED 2:04 26
S26 - - Log/Net In IDLE 0 0
S27 paranurs pm3-1-user-8.cvl Netwrk In ESTABLISHED 13 0

Since these lines use inband signalling, all 24 channels are available
(that's also why, with CT1, you can only get 56K ISDN connections - ~8K is
used for signalling on each channel)

You didn't specify, but I'd bet dollars to donuts you have PRI into your
PM3 - and if so, you have no trouble and you can let Lucent close your
ticket :)
