If all you are doing is reloading a comos, why not use pminstall for your
platform? or does it not work either?

And how are you getting into the dead box from 30 miles away? One way to
do it is connect a modem to s0 and make sure its already presaved to at&d0
and s0=1 so it will answer the line regardless of the state of the PM,
then turn on the PM, assuming somebody had hands there, making sure dip 1
was up. If the com os was corrupt or fried, it should go into rarping, you
cold press esc, type in an address, then tftp boot from a tftp server (we
have one at ftp.ams.com), then once its booted, type in the address and
netmask, and gateway if needed, reset the nic, then you should be able to
access it for com os reload via pminstall.
