(PM) renegotiation and speed dropping to 24000

Running ComOS 3.8b15
client modems Acer 56kflex, Zoom 56kflex v1.2, Garnet 56kflex, Supra56k

Can someone explain what is going on with the renegotiations and speeds
ending up
at 24000. It occurs with all three of these modems and have gotten the same
complaint
from users, although they just experience the link slowing down because the
client end does not reflect the speed drop. When I look at the port I see
their speed has dropped to 24000 also.
This occurs with as little as 30 minutes of connect time.

This is a sh m0 for a port that has dropped speed. One renegotiation?

What gives..? I've updated the firmware on my three to the latest availbale
and have had customers do the same.

This began happening with 3.7 ComOS and stopped happening with 3.7c3, then
reappeared
with 3.8b15.

I realize this is beta code, but can someone tell me whats going on here.
