That doesn't really mean anything. It is still an entirely separate
circuit.

Can you move the PRI that is in question to another PM-3 and see if the
trouble follows the circuit or not? If it does, then it is telco related.
If not the PM-3 is hosed. This will tell you immediately where the
problem is at.

Yes if nothing is plugged into the port that is expected.

OK, what does a "show line0" look like since that is the line you are
having a problem with.. :)

OK, that _sounds_ like a flash problem, although obviously I can't say
that is for sure. The next time you do an upgrade of the ComOS, from the
console do a "set debug 0x72" and see if you get any write errors.
Regardless though, I would move the PRI to another PM-3 and see what
happens.
