Yes, there is an implicit deny at the end of your ruleset. Anything that
makes it through the filters and is not permitted is denied. It is easy
to fix that though. Just put a permit rule at the end of your ruleset
that permits all traffic. Then, you have just made it so that you can put
all the deny rules you want and the permit at the end will match and allow
everything else.
