Ok, it sends the Idle-Timeout value. RADIUS appears to be doing what it
should.

So how do you know it isn't working? What are you seeing that indicates
users are passing the limit?

No. I would encourage you to read the RADIUS Admin Guide, and the RFCs
(2138/2139) to better understand what RADIUS is doing.
