Then it could be an error on the telco trunks. I've seen that before,
where one end is 64k but the telco bothes it and says 56K to the other end.
That will never work. Same kind of system. Link comes up, telco immediately
sees a mismatch, call is torn down. See if you can have him try at 56K
(have him RTFM if he has to) and if that works it is probably the telco.
