What is the carriers switch set to? Specifically what is their t392
timer set at?

In our network, we expect polling every 10 seconds and we give the user
15 seconds to get the poll in. I suspect that both you and the switch
might be set to 15 seconds.

Anyways, this is the first thing I would check.
