I got infrequent complaints of that from users in one POP. One day I
happened to mention it to one of the CO guys and agreed to get user's phone
number and time of day to correlate with their logs. Several days later
when I called back, the guy said he found out that those trunk groups were
routed to the "All circuits busy" message instead of a busy signal. We
had them change it and havenm't had a complaint since.

Have the local CO check the programming on your trunks. Make sure it
is right.
