(PM) PM3 disconnect problems

We have found the number one reason for disconnects is the port speed is
being set to 115,200 or 57,600 for slower modems. We set 14.4 modems to
19,200, 28.8 & 33.6 modems to 38.400 and 56K modems to 57,600. The
disconnects appear to be retrains that the modem can't handle.
