(PM) Laptop modems and PM3

We've just moved to a PM3 from an Ascend, and suddenly some of our users
with PCMCIA 28.8 modems are unable to connect, or connect at just 14.4K.

I really don't understand this. Any ideas?

Please tell me my users are hallucinating :-)
