Lucent says it is 192 consecutive zeros. I originally thought it meant
that there was a loss of framing on the span, but this does not appear
to be the case.

That depends. I am currently working with a customer where single
bi-polar violations cause the LOS counter to increment. My impression is
that your mileage may vary. I can't put alot of faith in that counter.
