(PM) modems that wont connect

I've got a few users that can't connect at all to my new PM3, ComOS 3.7.2c3
Just wanted to check to see if these modems were known trouble makers:

PureTek V0.511-K56_ACF_DP2
ViVa 56LC (Lucent chipset 1641B)

In both cases, the modems try to negotiate, and never do. They hang up
after a few seconds of trying. All my other users connect no problem.
