(PM) Speed dropping again after 3.8b15

I have 3 different brands of Flex modems, all with at least 1.20 level of
firmware. When I installed ComOS 3.7 , I began experiencing a condition
where all of these modems would connect initially at 44000+ but over a few
hours would drop the speed to 24000. The calling end would show the
original rate of connect but the PM3 shows 24000 after the spiral down.
ComOS 3.7.2C3 fixed this behavior.
ComOS 3.8b15 broke it again. This same spiralling down from 44000+ speed to
24000 is occurring again. The drop occurs after several hours of connect
time. It's not an illusion, file transfers bear up the 24000 speed.
The Zoom external has a 56k led and a V.34 led on the panel. when the speed
drops, the 56k led goes off and the V.34 led comes on.

THIS IS NOT A TYPO!!

Speeds are dropping from 46000 (mostly) to 24000 after a few hours. The
time has been as short as 2 hours.
