(PM) Can't anything ever agree?

Are the PM speed and protocol values worthless for CT1s?

I just brought up two CT1s (all PRI til now), and I'm seeing
disparities all over the place. Like this session ... I tell the
modem not to go over 40k, it reports connecting 40k/LAPM, the PM
immediately says 44k/LAPM, and radius logs 44k/MNP:

AMI/D4 CT1 from a DMS10 provisioned "per Kyle"

My PRIs do not show such discrepancies when called by the same modem.
They show minor disagreements: the PM sometimes shows a connect speed
2k lower than what the modem shows.
