Add this output filter to the location entry of the dial out router:

1 deny 0.0.0.0/0 0.0.0.0/0 udp src eq 513
2 deny 0.0.0.0/0 0.0.0.0/0 udp src eq 138
3 permit 0.0.0.0/0 0.0.0.0/0 ip
