I'm no expert on the PM2ER, but I beleive this is the key
phrase in the 3com documentation:

The 3Com Impact IQ modem's very high data rates result from
3Com's implementation of IETF's standard CCP (Compression
Control Protocol) and Hi/fn LZS compression. With
compression, the modem can squeeze two B channels worth of
data onto one B channel. So, you get the best performance
for your money. (See the chart below for price/performance
comparisons.)

I know there is a STAC card for the PM3. Don't know if
there is one for the 2ER nor do I know if STAC is compatible
with the compression listed above, but this should point you
to the right questions ( and we all know that's half the
battle!).
