Well, YES the PM DOES cause this message when all modem lines are full.
The signal that they send back to the switch in a busy situation causes the
switch to issue the trunk busy message that your are getting.

Our users are quite confused on the (hopefully) rare busy situation when
that message comes up and usually assume that Bell has a problem.

This is not the ideal resolution to a busy case and Lucent is aware of it
and looking to see if there are other ways to handle the busy case and send
a different or new code up to the switch.

Since it can't be the busy scenario above, I've no idea what you exact
problem would be... you do have enuf modems in the box to handle all
possible incoming calls, right?
