(PM) ICI Frame Relay

Does anyone on this list use Intermedia Comunications (ICI) for frame relay
service? We have had nothing but poor service from them. Our circuit goes
down every week and about once a month is goes down hard (more than 5
hours). Are they fly by night or what?
