You can do it dynamically or statically.

For dynamic, turn on and use OSPF on both PM's. See the Livingston
docs on OSPF

For static, you use the "add route" statement

In other words on the PM-2 you

add route xxx.xxx.xxx.xxx/yy zzz.zzz.zzz.zzz 1

where xxx.xxx.xxx.xxx/yy is the network address and bitmask for the
address pool of the PM-3 and zzz.zzz.zzz.zzz is the PM-3's ethernet
port address.

For the PM-3, its gateway address will be the ethernet port of the PM-2eR,
and you will have to make sure your provider routes the new netblock to
your PM-2eR across the WAN link.
