I agree can't is the wrong word. Of course they can. But they won't for
reasons that totally escape me. We had terrible problems with the
following:

24 lines on a line side CT-1 at the front of the hunt group that rolled
into 104 analog pots line hunt group that rolled into 48 trunk side
CT-1's. Everything worked except that only the first 13 or 14 lines of
the Trunk side group would get calls rolled from the analog group. A fast
busy was what people got when this happened.

The RBOC responsible will remain nameless because they were never able to
figure out what the problem was. We were passed from group to group with
never a clue as to why this was happening. One individual told us (and
believed it) that the reason we were getting those busies was because and
I Quote "The internet is full". When I heard this I couldn't speak for
several seconds and I asked him to repeat what he had just told me. Yes,
I had heard correctly. I realized at that point that there was no hope
for this company and that the only reason they were still in business was
because the telecom act of 1996 hadn't been allowed to work long enough.

I have unbelieveable low regard for this company. So much so that I am
amazed every time I pick up a phone and get a dialtone. I expect that
this has to be the worst of the RBOC's but that the difference is minor
between this one and all the others.
