He probably has outdated firmware in the modem. It appears that most (all?)
Motorola 56K modems still have outdated (pre 1.0) 56K code in them. We have
a lot of Motorola users, and we get this exact same complaint. Turns out
that the other ISP they are testing it with uses Ascend gear, which happens
to support the old stuff. However, once our users upgrade the firmware they
find that connections to our PM3's blow away connections to the competitor's
Ascend gear :-)
