(PM) Protocol Routing 101 primer

POP Scenario:
Cisco 2501
8 Livingston PM2e-20's with ComOS 3.7.2
10.31.150.0/28 - used for the router and PM2e's ethernet
11.143.107.0/24 - is set aside for use as dialup pools

All 8 Livingston's are set up using Network/Dial-in with RADIUS
authentication, and Assigned pools. Each PM2e-20 has USR/3Com MP-16's
on them (using only 16 of the 20 ports). I want to assign 16 dialup IP's
to each one. How should I do this?

Scenario#1: (Wasteful)
Divide 11.143.107.0/24 up into 8 subnets of /27's and allocate to each box
(since /28's would be too small for the 16 ports to use)

Scenario#2:
Just assign each PM2 a starting IP in the 11.143.107.0/24 class C and
number it sequentially, however, how does the PM2 announce the routes back
to the Cisco? RIPv1? Yuk! OSPF? Yea, maybe, but wot if I have some
other mfg equipment, such as USR Netserver 16's, that do not support OSPF.
