(PM) One City Area Getting Dead Air

I've got a problem with one area in a city we serve where when they dial in
they are getting dead air. Other areas of the city aren't effected and
they can dial long distance into our Gillette POP, also using PM3's and
connect fine. All of our PM3's are using CT1, B8ZS, ESF, ComOS 3.7.2c3.
Any ideas???
