No. RADIUS 2.1 is the next evolution of the current server in C, and free.
RADIUS ABM is the Authentication, Billing, and Management server which is
a seperate commercial product.

RADIUS ABM you'll have to wait until it is closer to FCS and marketing
starts the flow.

RADIUS 2.1 adds support for Proxying and VSAs, and support for ActivCard
tokens (like SecurID). Those are the major features I can think of.
I think it might also have support for iPass' roaming system.
