(PM) Dropping duplicate request

I am getting rather a lot of these:

Tue Feb 10 01:11:20 1998: [631,632] dropping duplicate request for id 163
from pm0.swiftkenya.com

The ID number (163) is always the same. What is this ID for? And can you
give me some ideas why they appear?

I run RADIUS 2.0.1b10 on NT4.0 with a PM2e COMOS 3.7.2

Any help greatly appreciated.
