V.90 does not have V.8bis. However, K56flex modems require the tone for
backwards compatibility. How V.90 and K56flex will interact will be
seen when there is an implementation out and testing underway. Perhaps
it will be able to skip the tone, try V.90, and then try the tone. But
that would still confuse pre-K56flex, non-V.90 modems.

K56flex modems rely on the tone. So it is a question on if you want
to be able to be backwards compatible with the current Flex modems.
