(PM) Can't dial isdn long distance

The saga continues, GTE at last got their ISDN network here working
for local calls from my prem .....

Problem;

Running a pm3, 2 PRIs and ComOs 3.7.2c3. All ISDN outbound local calls
work (XXX-XXXX). All long distance calls fail when either a 1 prefix or no
1 prefix is added (XXX-XXX-XXXX or 1-XXX-XXX-XXXX)....

Switch is a GTD5 running NI-2.

When the setup message is sent with a long distance number and no 1
prefix, the switch sends back a disconnect, normal clearing ...

When the setup message is sent with a long distance number *with* a 1
prefix, the switch sends back a call proceeding followed by a call
progress and then silence .....

Looks like the 1 prefix works "better" ...

The CO did a trace on a call with the 1 prefix:

I don't know what "Local Number" means for the Type of Number field element.

The q.931 draft I have dosn't list it (too cheep to buy the real spec :-).
I assume it is the same as Type of Number=Unknown, which is listed in the
draft. If that's the case, then the switch should recognise the prefix
of 1 and properly process the call - at least per this draft.

Does the pm03 always send a Type of Number=Unknown? Is there a way to
make it send Type of Number=National? If it *always* sends type Unknown,
then the switch should properly interpet the 1 prefix and process the
call, correct?

If that's the case, it's in GTEs switch. They understand this, I just
need to verify so I don't send them on a wild goose chase.

The GTE techs think that I might *have to* send a long distance number
with no 1 prefix and set the Type of Number to National (which, of course
works for them).
