(PM) Intermittent ISDN

Yesterday I had two ISDN customers call within minutes of each other can say
that they had changed nothing on their side, but could not connect. After
about an hour of looking and running debug ISDN on our end, but not changing
anything, both connected. Then, both timed-out due to inactivity and then
called again to say that they could both not connect again. After about 15
minutes this time they both connected just fine. They have both been
connecting and disconnecting fine since then.

These are both dial-on-demand customers. One is a Webramp router the other
is an internal Sportster ISDN modem. They are geographically about 20 miles
away from each other and on separate remote C.O.s. Througout all this,
another customer with a dedicated ISDN connection stayed up but we didn't
try to disconnect and reconnect him. Additionally, during the times when
the ISDN connections could not e made we had at least 50 analog connections
completed.

Has anyone seen this before? Could this be a telco problem? Could this
have been the Portmaster?

The equipment is a PM3 with PRI.
