(PM) Outrageous PRI "pick" charges?

One of my PRIs is incoming-only service, meaning I get to pay the new
"pre-subscribed inter exchange access charge" instead of my IXC paying
it. This FCC charge is $13.75/mo "per line". My Bell Atlantic agent
says that means "per PRI"; the Bell Atlantic billing office says it's
"per B channel"!

That's how they've billed me, an _extra_ $316.25 per month on top of
a PRI that was already more than $1500/mo.

Anybody else - especially customers of the NYNEX branch of Bell
Atlantic - getting billed like this?

(A local CLEC pointed out that you can have a "pick" even if the
service is incoming only. Their advice was "pick an IXC you don't
like and let them pay it".)
