(PM) 2 Problems - Tracert & Dial Up Customers

We have:
5 - PM2e30's (most have ComOS 3.3.2 one has 3.7.2)
140 - USR Sportster 33.6 (varying release dates)

I have had several customers call & complain that they log in successfully
(usually at 21.6 instead of 28.8 and they cannot attach to any of my
servers or out in the world. Mail programs time out, Web browsers time
out, even when getting pages or mail on MY servers (same ethernet network).

They disconnect and usually get a better connection with lots of speed. I
have looked for a failing modem, but have been having a hard time picking
it out of 140 modems.

Is there a way to test or determine if I have a bad modem?

When I dial in and do a tracert to any site here or the world, the first
set always times out, then I get normal modem speeds for the rest of the
trace. Do I possibly have a slow DNS server? Configuration problem?
