Out of curiousity, are the customers getting <= 33.6 connects able to
connect to any other 56k capable system? You can narrow it down that way.
The telco will guarantee a lot of things, but generally they have no idea
whats where.

On another note, something on my wish list is a debug command that will let
me see what the modem code is negotiating. In other words, I want the
modem to tell me "K56flex failed due to ...". That will help enormously in
working out problems like this. I have no idea if its possible to talk to
the code that way, but it would be nice.
