AFAIK the fast busy cannot be generated by the CPE. The PM3 can reject a
call and the telco will deliver a normal busy, but the fast busy is the
equivalent to "all circuits are busy now." This usually means the switch
can't figure out how to deliver your call to its endpoint. As MZ said, I'd
check provisioning by trying to establish an ISDN call rather than analog.
If ISDN goes through but analog doesn't, it's most likely provisioned to
data only.
