Sure, so the user downloading the multi-megabyte mail attachment will
timeout every time... great. Also, as soon as you get your new filters in
place certain enterprising customers will find some new service to touch
(ftp connection, dns lookup, web activity) sooner or later your filtering
everything from the ilde timer and then you've defeated the purpose.

It *is* a lot of work, but the only way to handle people like that is to
watch them and get a feeling for their usage habits.
