(PM) Network OSPF questions

I'm pretty new to the OSPF routing protocol, and am wondering if I've got
my setup correct. Everything seems OK, execept users with static IP
numbers get routes that are external E2 assigned to them by my PortMasters. A
little network background:

We have 2 class C addresses, 204.212.132.0 and 204.216.131.0.
204.212.132.0 is subnetted /27 all the way across, with subnet 0 being
assigned to the
routers, terminal servers, and hosts that are on our "public" network
segment. The PM2's we have use subnets from within that space to allocate
IP pools
for dynamic dialin users. We have a number of dedicated / special people who
dial-in to the PM2's and they have static IP numbers assigned out of a
variably subnetted 204.216.131.0 network. We use the 204.216.131.0
network for PTP interface IP's, virtual interfaces on hosts for WWW, etc.

When a user logs in and has a dynamic IP address, the PM2's seem to
broadcast routes for them just fine (they show up as O's in my Cisco's routing
tables). When a user logs in and has a static IP address, the PM2's
broadcast an
external type E2 route for that static IP address - is this correct?

I've included some more information on my network below. If you've got a
handle on OSPF, I'd appreciate your comments.
