(PM) serial admin off

Why is it that I have serial admin off checked and I can still go into
my dial in box and log in as admin. I have 2 pm2's and a pm3 and I can
log into any of them and perform admin stuff. I was hopeing this
feature would keep me from doing this. I have a seperate modem that I
can use once I get serial admin off to work. Thanks.
