(PM) 56K Connections VARY

Im using a pm3 for my 56k solution. I have noticed that the closer you are
to the CO .. the better your connection ... and also that 5 miles and
out from the CO the connections start NOT negotiating FLEX and falling
back to v.34. Is this the norm for everybody. Can I tell my customers that
its 100% their phone lines and be correct? I would like to be able to say
"yes sir ... it wont matter where you go for 56K .. your connection wont
work because of your location in relation to the CO" . Seems to me if this
IS the case that that would be true .. because it should be totally
digital after it hits the CO and shouldnt matter where its destined. Am I
right??? Lemme know :-)
