You *always* need a CSU if you are connecting to the phone network.
Technically you don't need a CSU for a T1 to work properly but legally you
need one. We run self generated Internal T1's (from our switch to our
modems) and don't use CSU's (20 ' of cable is easy to trouble shoot)
