(PM) WebTV and PAP (fwd)

You can turn PAP and CHAP both on - but we'll then agree to whatever the
client asks for first. You can't *force* CHAP for some users and still
allow PAP for others.

Odd about CHAP - I rarely, rarely see anyone using it.
