(PM) DHCP relay issue

I'm having a little trouble with DHCP relay on a PM3 running ComOS 3.7.2.
Here's the layout:

(IP subnets labelled above)

1) The Ascend has DHCP spoofing configured.....it gives out an address
with a lease that expires in 10 seconds, giving time for the WAN link
to come up and propagate the broadcast.

2) The PM3 has DHCP relay configured with 95.24 as the server.

3) BOOTP Relay on the Ascend points to PM3 and DHCP server...neither
seem to work.

4) The Cisco has ip helper-address pointing to DHCP server (which
shouldn't matter in this case)

The DHCP lease request clearly makes it to the DHCP server since it logs
the request and grants a lease.

The client never appears to get the reply from the DHCP server, since its
lease from the Ascend keeps getting renewed (since it didn't hear from the
real DHCP server).

Has anyone had this same issue? I have to bring up a separate dialup link
to see what's really going on....which I haven't had time to do yet.
