Ciscos most certainly do ip unnumbered over FR. I've got about a dozen PVCs
set up that way.

You do it like so:

!
int ser 0.1 point-to-point
description Unnumbered over FR
ip unnumbered eth 0
frame-relay interface-dlci 16
!
