When you try dialing into the number that the telco gave you for this
circuit, what happens? Do you get a modem tone? Or nothing or a fast
busy, etc? The output you gave below helps us if we suspect that the
circuit is not working or misconfigured (which if you dial the number for
it and get a modem tone, it is most likely just fine).
It was just was not obvious from your post whether you were having a
problem getting the PM3 to pick up at all or just having modem handshake
problems, that were failing during negotiation.
