ComOS 3.7.2, CT1s configured properly (or as properly as CT1s can be),
AMI/D4 (yeah, yeah, I know, but this was the only option for these lines),
trunk side, average connect speeds on flex modems for other users, like Zoom
and Diamond, 44-48K.

I'm going to look in to the capcitance issue as that had popped to mind, and
even the Compaq site lists that too. Will let you know and report back to
the list. Thanks.
