Honestly, those aren't bad rates for POTS telephone lines at all.

You have trunk-side CT1's right? The things you are talking about seem like
a line-side CT1.

Those rates are *damn* good :-)

Now let's take a look at that: 14.4k modem connecting at 19.2k every time.
That's probably your port rate of 19.2 showing up each time and theres no
telling what rate your 14.4k modem is connecting at (though from my years of
isp'ing and years of bbs sysoping it is almost always 14.4k - sometimes
12k).

Not to worry, the PM3 will kick butt once everything is "tweaked."

a) Make sure you are using trunk-side CT1's
b) Are you using PRI's or CT1's on the USR TC's?
c) What is the padding level on the CT1's
d) What kind of rates do you get going long distance into it vs. local
e) What encoding/framing are you using B8ZS/ESF or AMI/SF(D4)?
f) What kind of trunk signalling (E&M wink or immediate start or loop start)
