First things, make sure it is a trunk-side and not line-side CT1. How is
it provisioned?

Umm...am I missing something here - 19200 is _lower_ then 26400/28800.
Also how are you connection at 19200 with a 14400 modem?

Try using a major long distance carrier PIC code (i.e. 10xxx) on the
client modem side and see what sort of connect speeds you get. Local
calls are many times routed differently then long distance calls,
ironically over worse trunks sometimes. Oddly enough, at my previous
employer (an ISP) we had this situation with a Total Control rack we were
testing out. That is a telco. issue--not the equipment--if you can
achieve better speeds thru a LD carrier.

Since you said that your Total Control racks are connected via PRI, find
out if they are off of the same telco. switch or not. Differences between
switches configurations can cause this to happen. Also any in between
tandem switches between you and your users.
