Correct, it keeps the modem from hearing the tones, but the ones that are
compatable try to negotiate and then can't. The longer they try the lower
the speed they get, the three commas makes it start off trying for 33.6
and the seem to almost always get it, in my case. Maybe it verys from
place to place, then when they get the upgrade or what ever we just remove
them.
