(PM) Stumped! Pm3 Won't Assign s30 to incoming calls.

Ok, I'm completely stumped on this now. I have a Pm3 full of 48 modems,
with all modems working correctly, and taking calls. However, the machine
refuses to assign any calls to s30 and when I do a sh s30, this is what I
get:

Now, I've noticed that other ports drop into ISDN mode when they haven't
been receiving calls for a few minutes, but they always get assigned as a
serial port when a call actually comes in on a modem.

Any ideas on how to get this port to respond? It's effectively removing one
modem from my modem pool.
